However, opportunity and challenge coexist. The rapid economic development brings severe challenge to dealing with the relationship between government and enterprise. Therefore, this paper applies comparative analysis and empirical research to make a comparison between international government-enterprise relationship and national government-enterprise relationship in different periods of time. Through empirically analyzing the special case of the integration of Sichuan Cable TV Network Company, the paper actively explores the contradictions and problems between our government and state-owned enterprises at the present and finds ways to improve and ameliorate the relationship between the government and the state-owned enterprises.Through the case of the integration and development of Sichuan Cable TV Network, this paper explores the integration mode of it, which is promoted by administration and operated by the market running mechanism. This mode is exactly the consequence of effective allocation of resources accomplished by government and market together. The significance of analyzing Sichuan Cable TV Network case lies in fanning out from point to area and tries to find out ways to cope with the relationship between government and state-owned enterprise.
