"PX" Issues Under The Construction Of Multiple Discourses

This research combs the "name" of "PX" from the PX event in Xiamen standing on the position of social constructivism and using discourse analysis method to find out how the PX issue was built in different discourse system. At the same time, this study also presents the "competition" on the PX issue among different discourse systems, reflecting the political logic, economic logic, environmental logic and civil rights logic under present social transformation condition of China. Marked time and event node in different chapters do not mean that the corresponding part of study is limited to the event and the event of media discourse. They are used as time coordinates. The research includes the environmental mass incidents occurring before and after the media discourse. Because the author is trying to present the dynamic building process of PX issue, not just build the medium establishment of relevant environmental mass incidents.Meanwhile, the author found that different discourse systems exist in the "PX event period" and "after PX event period" based on the preliminary analysis of the problem and combined with the concept of "discourse system put forward by Vatican Dick et al. During the event outbreak period, the "environmental protection discourse system" emphasizing the environmental safety and the "civil rights discourse system" emphasizing the lack of public opinion during environmental assessment procedures and the improper decision-making of local government are dominate in both we-media and foreign media. On the media controlled by the Party, the "political discourse system" is mainly presented to emphasize the quick response and proper solution of government related department. After the events subsiding, around issues of PX construction, the mainstream media mainly includes the "scientific discourse system" introducing PX chemical properties and specialties and the "economic discourse system" introducing the PX in the petrochemical industry and the national economic strategy. This study aims to further refine the distribution and degree of several main discourse system at each time node before and after the event, and to find out why some discourse system is outstanding and some are the deep sheltered during a certain period of time.From Xiamen PX event in2006to Kunming PX event in2013, it can be seen that the expression of public opinion, especially the introduction of new media has become the normal. The Party and government departments have gradually adopted a strategy of a relatively rational and tolerant to deal with the public opinion expression, including the mass incidents. The social rationality is also looking forward to unceasingly around the "PX" event. Because another level of the press freedom is that the views of all social strata can be rationally expressed. With the intensive name rectification of "PX" name, many people hope the rumors about PX can dissipate and PX can be restored to the original visage of "relatively objective" under the multiple voice.All in all, the construction of "PX" issues presents multiple variation. It can be found out that the frame of "risk knowlege" gives place to the frame of "popularization of science knowlege" from the frame analysis of "PX" issues. The frame of "civil right" is gradually weaken, and the frames of "stabilization-keeping" and "economic value" are gradually prominent. Under the influence of the construction of media discourse, the type of "walking" to safeguard rights loses its legal validity. The "environmeantal mass disturbances" has become the social problem which is to be solved by different level governments and the main stream public opinion. The group movement of anti-PX project changes from "the victory of people" to "the circle of multi-failure". All these changes are realized from the compete, compromise, and compatible among multiple discources. From this paper, we can find that the usual public opinion guidance methods on the construction of social community memory. In addition, the disadvantage and improvement method of guidance on current public opinion can also be found out.
