The21st century is an era of knowledge-based economy while opportunities and challenges coexist. As competetion becomes rather extensive, men, the carrier of knowledge and technolegy, have become a crucial factor for the competition in television industry. This is more observably reflected in provincial television media, a knowledge-intensive industry with numorous knowledge-based employees. In recent years, provincial television media have no longer relyed on national fiscal appropriation for their existence and development. They have been economically independent, responsible for their own profits and losses as well as their own development. These media gain their capital and development mainly by advertising revenue which is decided by the audience rating and the quality of TV programs. Those programs have become the core competitiveness of TV stations.TV programs can be divided into two types, namely, outsourcing programs and self-produced programs. Out-sourcing programs are entertainment shows bought from their production and distribution companies and TV series from the filming institutions, while self-produced programs are those made by the television media themselves. For self-produced programs, the TV station can check at each stage, including research and development at early stage, project performing, as well as investment and production, minimizing the risks. Outstanding self-produced programs are renewable resources which can be recycled. They are self-owned intellectual property belonging to the TV station. Besides, the repeated operation and reinforcement along with the renewal and reorganizing of self-produced programs can maximize the production and operation of the TV station, helping it grasp resources with core competitiveness and control the key of existence and development. Therefore, the author of this paper holds that self-produced programs are of key importance, for they are not only the core resources of competition, but also the lifeblood of the existence and development of the TV station. In the first part of self-produced programs, that is, the work of program developers, the management pattern and incentive mechanisms are vital for the TV station.Throughout the provincial TV media of China at present, HR management system, especially the management system of program research and development personnel is imperfect, which results in the incentive mechanism deficiency of program research and development personnel. Against this background, it is the commonly concerned issue of all TV media on how to build a reasonable program research and development personnel’s incentive mechanism to create the maximum social and economic benefits for TV media and to develop the potential of program research and development personnel. As a TV station under the first camp of China’s provincial TV stations, Anhui TV pays much attention to the construction of talent team. In recent years, it has continuously explored in talent reform practice and achieved some results in the course of perfecting HR management system, but in front of the increasingly fierce media competition layout, its existed staff incentive mechanism, especially the incentive mechanism for program research and development personnel, cannot meet its the future strategic development needs. To promote the comprehensive strength improvement and the strategic development of Anhui TV, this paper will, based on the relevant principles of incentive mechanism, with the incentive theory as guide, and in combination with the features of TV media, further investigate the current situation and existed problems of the incentive mechanism for program research and development personnel of Anhui TV, analyze the causes of problems, get the overall thought to perfect such incentive mechanism by reference to the successful experience of domestic and foreign excellent TV media in building the incentive mechanism for research and development personnel, and present specific countermeasures and suggestions on how to improve the incentive mechanism for program research and development personnel of Anhui TV. This paper is composed of five chapters, and the specific content of each chapter is shown as below:Chapter1is introduction. It introduces the background, purpose, significance, thought and method, as well as the possible innovation of the research. Chapter2is theoretical research and literature review. It mainly introduces the incentive principles and several typical incentive theories, and makes a review and summary of the domestic and foreign relevant researches.Chapter3is the analysis on current situation of incentive mechanism for program research and development personnel of Anhui TV. In this part, starting from the current situation of Anhui TV, it reviews and summarizes the development history and performance of Anhui TV, introduces the organization structure, current situation of HR management, and the incentive mechanism for program research and development personnel, and analyses the problems existed in incentive mechanism for program research and development personnel and the causes thereof through in-depth interview and questionnaire survey.Chapter4is the countermeasure research. Based on the introduction to incentive mechanism for program research and development personnel of domestic and foreign TV media and their experience, this part presents the thought and principle to perfect the incentive mechanism for program research and development personnel of Anhui TV, and gives some specific countermeasures and suggestions on how to improve the incentive mechanism for program research and development personnel.The last chapter is a conclusion. In this chapter, a conclusion is first given, followed by suggestions on management based on it and the outlook of related researches in the future.
