The higher vocational education is one type of higher education. The personnel distribution system reform of higher vocational college is proceeded in regular sequence on the background of national policy, which is the same with the other higher colleges in our country. With the standard management of station-disposing as the main theme, the distribution of performance-related pay is the key reform in recent years. The objective is to give play to the instant encouraging role of the performance-related pay. However, because the technical force is weak and the information construction relatively lagged in most of higher vocational colleges, the process of collection, statistic, accounting, distributing, notification and inquiry of the related data of performance-related pay is mainly by hand or with the help of simple office software (e.g. Excel). It is inconvenient to account, dispatch and inquiry the performance-related pay, and there are disadvantages such as low efficiency, blocked information and the waste of large amount of personnel and time. The instant encouraging function of performance-related pay cannot be fully realized, and its utility is reduced. There result in the internal incentives of the higher vocational college staffs not to achieve the expecting effect.With the rapid development of computer networking and information technology, the informatization is rapidly integrated into all fields of society; its impact on contemporary society is obvious. With the help of information technology, we can integrate correlative factors with performance-related pay to establish performance-related pay management system and improve its management method in higher vocational colleges, so as to avoid the above problems. Thus the efficiency of accounting and dispatching the performance-related pay will be raised, and its instant encouraging function is also realized fully. It is an efficient path to deepen the personnel distribution system reform in higher vocational colleges.The development of this system is based on the management practice of performance-related pay at a higher vocational college in Fujian province, using model of software development based on the architecture, TSQL Server2005database technology and J2EE framework. It is realized mainly through the application of integration framework SSH technology. Its main functions are:the management of logging in to the system, personnel base data management, management of accounting and distributing performance-related pay, management of inquiring performance-related pay, text information management, system maintenance and so on. The core of this system is the management of accounting and distributing performance-related pay, including monthly base awarding performance-related pay management and annual comprehensive awarding performance-related pay management. This performance-related pay management system provides a reference for promoting management informationization of vocational colleges.
