Public opinion is a collection of social attitudes, opinions, emotions of social affairs ofpeople, and the network of public opinion is in the range of cyberspace, a collection ofattitudes expressed by people for social firms, opinions, emotions. Network public opinionhas characteristics of freedom, interaction, diversity, deviation,the sudden.The pesent situation of development of the Internet public opinion is that:" publicnetwork " surges in the number and strength, the prevalence of Internet rumors and falsereports, the demands of users accustomed to express their views through the network, thepopularity of microblogging to social benefits and drawbacks simultaneously. There are manyproblems in the development process of Internet public opinion, which include: to control thedifficulty the distortion caused by the network information network public opinion, ongovernment departments the Internet public opinion pressure to the extreme nature of, onpublic opinionthe a negative impact the network will have, public opinion can easily becomean ulterior motive network people use objects. Causes of these problems are manifold: First,the social benefits of differentiation, the second is a key government departments," Silence",the third is the traditional monopoly of the right to speak, four public network media literacyis low.China should attach importance to the current guidance and management of the networkof public opinion. Specific strategies to guide the network public areas follow: trainingnetwork public opinion and establishing a network of ideological and political high ground,propagandizing mainstream ideology, enhancing network quality culture media to raisepublic network media literacy. The management of the network of public opinion should bemanaged in accordance with the law, democratic management and technology management.
