| Competitive intelligence originated from1950’s, and now it has become animportant measure that the governments make decisions and the enterprises improveits competitiveness in the developed countries and regions. Competitive intelligence isintroduced in China in the1980’s, although it has been developed20years, thecompetitive intelligence of our country is still in a low level comparing with thedeveloped countries and regions. The national competitive intelligence system has notbeen established, and our country does not have a national institution to responsiblefor competitive intelligence agencies; The industry competitive intelligence system isscattered; The development of enterprise competitive intelligence is also slow. Giventhe increasingly complex international competition situation, this paper calls forbuilding a competitive intelligence alliance to improve the comprehensive ability ofcompetitive intelligence of our country.The successful experience of developed countries competitive intelligencesystem provides a certain reference to construct our country’s competitive intelligencesystem. Analyzing competitive intelligence system of developed countries, such as theUnited States, Japan and France, we can get the following conclusions: Our country isan urgent to establish a competitive intelligence system that led by the governmentand involved enterprises. This paper builds an alliance of competitive intelligencefrom the perspective of synergetic, building the national competitive intelligencesystem, regional industry system and enterprise competitive intelligence system. Thenational competitive intelligence system is dominant in the alliance of competitiveintelligence, and it is the central institution of the alliance. The regional industrycompetitive intelligence system is the bridge of the national competitive intelligencesystem and enterprise competitive intelligence system. The enterprise competitiveintelligence system belongs to the recipients and beneficiaries in the competitiveintelligence alliance, it makes strategic decisions through the information of thenational competitive intelligence system and regional industry system. The threesystems are interconnected by information and communication, they coordinate by he synergistic effect, control principle and the principle of Self-organization, improvingthe utilization efficiency of information resources.In addition, this paper discusses the operation mechanism of the competitiveintelligence alliance in order to ensure the reasonable construction and stableoperation of the competitive intelligence alliance, including dynamic mechanism,control and coordination mechanism, information sharing mechanism, the supportmechanism. At the beginning of construction competitive intelligence alliance, theconstruction of dynamic mechanism should focus on arousing the enthusiasm ofmembers. Dynamic mechanism is the foundation of competitive intelligence allianceoperation mechanism system, it is also a precondition of the operation mechanism ofcompetitive intelligence alliance; In the process of competitive intelligence coalitionbuilding and operation, the control and coordination mechanism should be focused.The control and coordination mechanism is the dominant mechanism in thecompetitive intelligence alliance operation mechanism, and it could guarantee theleague operating smoothly and orderly. In the mature period of building thecompetitive intelligence alliance, sharing mechanism should be focused. Theinformation sharing mechanism is the goal mechanism of the competitive intelligencealliance, the value of competitive intelligence alliance is to improve the efficientimplement information transfer and sharing.
