In the Satellite-to-Ground laser communication system, there are too many reasons could cause the errors, and the FEC could improve the reliability of the communication system. The channel characteristics are analyzed, and then we choose the RS (255239) code. Aimed at the errors which caused by the atmospheric turbulence and the jitter of the optical platform. Choose the RiBM algorithm in the decoder. Improve the multiplier of the encoder, and the number of the needed XOR gates decrease by40%. Adopt the folding idea in the design of the decoder. The RS encoder and decoder are designed with the Altera EP3C40F748chip, and its simulation is carried by the Ultraedit and the C platform, The result shows that the function is right. Obtain the graph of the BER, the coding gain is4dB. To set up many observation points to test its feasibility in the experiment, it is right in the logic level.
