Design And Implementation On Non-Tax Revenue Collection Management System For Executive Unit

With the rapid development of global information technology, our government proposed to constrct "financial management system for government", which is called "Golden Finance Programme", to realize the strategic objectives that are modernal management and informational development. This project mainly emphasis to suit to the principal for management supervision and simplified operating procedures. For carring out this project better, We should enhance supervision of non-tax revenue collection activities, thus to strengthen the reform of non-tax revenue management which is an important content in Golden Finance Project. But non-tax revenue management included many aspects that included finacial department, executive unit, control department, bank, payment contributor, among all of them, executive unit is important part. So this paper introduced the content about construction of Non-Tax Revenue Collection Management System for Executive Unit. With the construction of information, we should standardize non-tax revenue recipient bills and using notes to strengthen supervision for the non-tax executive unit.Non-Tax Revenue Collection Management System for Executive Unit is to realize those jobs which are base data application, bill application, bill filled and data checked. This thesis introduced the background, development methods and relative technologies, designed and realized the five modules:Basic data management, System management, Bill management, Direct remit, Focus unremitted and Statistical inquiry.(1)Basic data management is that maintain payer, inquiry and print the information about financial revenue and executive unit;(2)System management is that finish install system operation and flexible set the parameter for the printer in the system;(3)Bill management is that units fill in the application of the invoices purchasing, deliver notes, check and apply report used notes.(4) Direct remit is that after paying for bill receipt in executive unit, directly use payment notes to conduct relative business in bank;(5)Statistical inquiry is that executive unit inquiry and checked the data after billing and paying. At the last of paper,system pass rigorously functional test and performance test. Non-Tax Revenue Collection Management System for Executive Unit elaborated in this paper has got desired effect, running well. Now it has been used for10provinces and more than500district in China, and has well praised by users.
