The Design And The Implementation Of The Non-tax Revenue Collection Dissertation In Gulou District Of Fuzhou City

Non-tax revenue is obtained by the government through legal procedures exceptthe tax income. It includes the administrative fees, governmental funds, lottery income,and compensation for the use of the state-owned resources and so on. The seizure effortsfor the non-tax revenue have been strengthened in recent years and over100millionYuan has been collected. In order to make sure that all receivable income could be putinto storage on time, there must be a modern management system which couldsupervise the collection process and guarantee the non-tax income been put into storageon time sufficiently. Based on the status quo of the Gulou district and the involvementof financial sector, enforcement unit, the competent authorities, the collecting bank,payment obligations and many other parts, it is of crucial meaning to build an integratedfinancial platform.This system uses C/S/S network architecture. It is divided into three layers: theclient presentation layer, the transport layer and the service logic layer. Users operate inthe presentation layer, and the orders will be submitted through the middle transportlayer to the service layer. Then the service layer will response to the application andexecute the logical process and give the feedback to the client and present to the users atlast. This system follows the technical standard and the financial standard and analyzesthe business of the non-tax revenue collection abstractly and forms the components ofthe workflow, the system permissions, functional permissions, reports, data dictionaryand so on. All components are built on the standard SOA architecture and provide openAPIs. The components are standard and could be developed.This system analyzes the procedure of the typical and the atypical non-tax revenuecollection and develops the function modules for the finance bureau of Gulou district.The business system is divided into four modules. They are the central datamanagement module, revenue collection management module, bill management moduleand the security module. The main functions are showed by the screenshots, the maincodes and the flow charts. The whole procedure of the system is tested from basic data,revenue collection to the report, using the batch data from seven different departments.It is proved that this system could achieve the goal of revenue collections accurately andefficiently.
