The expenses of heavy oil company of Liaohe Oilfield Petrochina is very big, the costs involved in the project are numerous and complicated, how to do a good job in the capital control and management is a very meaningful topic. According to the traditional management mode, the approximate number of can only be known well by leadership in a period of budget, it is difficult to grasp accurate data, especially accurate data can not be mastered at any time to the funds operation, thereby adversely affecting of production and decision is making. In the current situation, the traditional mode of capital management and project management model has been unable to meet the needs of enterprise development, in order to improve the company’s management level, this paper will combine fund plan and project management, the system of fund plan project management of heavy oil company is designed.This research of the system of fund plan project management is projected development according to the actual needs of heavy oil company, this paper firstly introduces the development background of the system, and then a brief introduction to the project management and the information support technology; then discussed in detail the functional requirements of the system, the main function of the use case model is given. On this basis, the design is based on the browser/server (B/S) and structure the development pattern. PHP is used to the system to design software, using MySQL as the database. Including eight modules that system information management, report management, plan management, contract management, schedule management, inspection management, settlement management and integrated query are designed. Constituted by the costs and investment in the two kinds of funds as the main line, system with project management as the core, the capital budget, distribution, flow, settlement of the whole process of real time tracking to be controlled. Through from the grassroots to the higher level that the project declaration, examination and approval, accounting, can accurately collect the situation of the project any time, the company leadership and the relevant management personnel on the project at any time can know the score, so as to reduce the risk in project management, improve the management level and economic benefit of the company. By testing and running, the system has the characteristics of good effect, stable performance, convenient operation, complete functions, meetting the characteristic of requirement fund plan project management, satisfactorily meeting the design and development goals.
