Since the new traffic safety law implemented in2004, along with the legal laws and regulations change, cause a series of corresponding changes of public security traffic management business process. Based on these obsolete laws and regulations based on the "motor vehicle driver violation scoring and remote transmitting system" the original will lose the foundation of law, because they do not meet the "road traffic safety law", can’t adapt to the need of new business process. In the system, the promulgation of the new "road traffic safety law" as the basis, according to different situations in the technical equipment, road traffic illegal means of processing, business management and other aspects of the country, to solve the difficulty handling field punishment and non spot illegal punishment, the unified standard, design specifications, strong applicability convenient, integrated, extended objective.In this paper, the use of computer technology, the management of traffic violation penalties scientific, standardized. This paper firstly points out the necessity of development of this subject, introduces the current situation of the traffic management, introduces the main contents of this paper. After briefly describes the key technology analysis and design of the paper, based on the analysis of object oriented, starting from the system requirement, the important elements of the system framework, model and function is analyzed and studied, and PowerDesigner to establish the static model and dynamic model of the system using UML modeling tool. Based on the analysis of the system gives the structure chart of the function, a clear manifestation of internal organization, more clearly clarify the internal logic relationship of system, and use the entity class diagram, E-R diagram and database structure of the database design is discussed in detail. Finally, summarize the thesis, summarizes the research achievements and some problems in the paper, list of references.
