Companying with the putting forward of the smart city and the development of urban and rural planning information system, the data in the management of city will rapidly expand. In planning business, planning staff often edit graphics files with AutoCAD software. While AutoCAD files are stored as files, which is not suitable for attribute data querying, spatial data querying or spatial analysis. To address the problem of planning data edited on AutoCAD software while stored in ArcSDE with relational database, combined with GIS, methods and technologies were studied to implement planning data interoperated between AutoCAD and ArcSDE. In this paper, ArcSDE+SQL Server2008were used to store spatial and attribute data and a redevelopment on AutoCAD based on C#. NET, ObjectARX SDK and ArcEngine components were taken in this paper. Finally, the approval data interoperation between AutoCAD and ArcSDE were implemented. The study includes:(1) Based on the Summaries of main modes of heterogeneous spatial data interoperability commonly used currently and the Similarities and differences were compared between AutoCAD data and ArcSDE data, a solution to address the problem of interoperated between AutoCAD and ArcSDE data was proposed.(2) Combined data interoperation processing and management procedures, planning data interoperation processing system was designed. According to the workflow of data interoperation processing, detailed database and functions were designed.(3) A redevelopment was taken to achieve data interoperation processing and management system. The functions in the system were data processing functions after Down-Load data operation are implemented such as Polylines splicing, Polylines Auto-Closed, Coordinate drawing, Feature drawing etc; data interoperation functions between AutoCAD and ArcSDE were implemented. The functions are Down-Load data, Cancel Down-Load data, Changing to working layer and Up-Load Data; functions of warehousing data querying and application. The functions were applied in the instance of Yueyang planning data interoperation processing and management system and got a good effect. The implementation of the system promoted the mingling of CAD and ArcSDE data in application and makes it convenient to store and edit approval data with user’s operation custom. The redevelopment by programming is feasible for solving the interoperation problem from AutoCAD to ArcSDE database in the System. It is no doubt that the interoperation function will reduce the data converting work and improve user’s efficiency.
