Telecommunication enterprises have cooperated with public security sectors to establish a system of safe city since the year of2005. The first establsihed system has covered16cities and71districts, among which there are7072public monitoring sites base on Mega Eyes platform. So far, this single platform has been the largest capacity in local safe city projects.In this thesis, we study how to design and accomplish the construction of city alarm and monitoring by private network techniques, based on the carrier’s local network infrastructure. The aim of research is to improve the service coverage, to promote the level of application of technology, and to contribute fully social benefits to city safety.This thesis at first analyzes the technological requirements of safe city video surveillance system. It discusses then the overall architecture design from following aspects:the core platform, storage system, the monitoring center, and image coding. It also provides a design of city alarm and monitoring system, and elaborates the system function and application capabilities.Fully considering the requirement of connecting the original system, linked network with Provincial Public Security Department, social access of monitoring resources, and the system future expansion, this thesis present in futher the research on the interconnection and extension of city surveillance system, and also makes plan for future development, expansion and renovation. The system design proposed in this these has been partially implemented and applied in the local business system.
