Information technology is the trend of global economy and social development. Asthe core and basic of government information construction, E-government has becomethe important prerequisite for economic and social information, and the important partof competition in comprehensive national strength. Office automation is an importantpart of E-government, and also a key step to experience in the construction ofgovernment information. The township government is a grass-roots government of theChina’s political organization. The level of the township government’s informationaffects the economy and its image in the region, and even the national government’simage. So the township government should design and use an OA system to change thelow efficiency of the manual work mode, improve the office efficiency of the townshipgovernment by using the advanced computer network technology. This paper design and implement a township government office automation systembasing on the investigation in the township government’s daily operations andaccording to the actual situation of township office. The system has a relativelycomplete function and it is concise and easy to use. This system development and designaccording to the object-oriented design thought. This paper analyze the systemrequirements by the use case diagram, and design the system structure, specificfunctions and database according to the system requirements analysis. It adoptsASP.NET, C#language and SQLServer2005database system to encode in the codingstage. Then it tests the system. The system has six modules including personnelmanagement module, personal office module, information service module, documentmanagement module, attendance management module and system management module. Each module is divided into a plurality of different sub modules to achieve differentfunctions.
