Especially in the current background of building a socialist harmonious society, to solve the housing problems of each social stratum has become a pressing matter of the moment in front of the government. From the practical point of view, the high income groups can afford to buy commercial housing, low-income groups have the government to provide affordable housing, But, there are some people called the "sandwich layer" in the middle-income level, they can’t live in affordable housing of the high housing prices city and don’t have the ability to buy commercial housing, they are in a very awkward. In order to solve the housing problem of those people, in the2010June, Ministry of housing and urban rural development and other seven departments jointly issued the "guiding opinions on speeding up the development of public rental housing", over the same period, the national public rental housing work conference held, The then Vice Premier Li Keqiang attended the meeting and stressed that to accelerate the development of public rental housing and to promote the protection of housing construction for housing problems of the social "sandwich class".Public rental housing is a new type of affordable housing, it has the characteristics of the public character, the public welfare, government intervention, specific security object. Because the public rental housing is the new things which appeared in the last two years, so the related information management system of that is not perfect, and it lacks the support of the theory and practice. This system absorbs the advanced experience of public rental housing information management system of mainly domestic city. It based on the actual demand of the management with public rental housing. First this system elaborated the project of the research background and developing significance, and then to the object oriented mentality as the starting point, it analyzed the functional needs of users in depth. According to the design goal and principle of system, it put forward the overall system architecture. It focused on the audit management and publicity of public rental housing for the detailed design and modeling, and then discussed the realization of the main function and the key steps of the system. Finally, the author views of the further improvement and development trend of the system were put forward.The design and implementation of city public rental housing information management system is mainly the use of Unified Modeling Language for the analysis and design description, using Informix as the background database, using Java language development, designed in accordance with the three layers of the B/W/S model, and based on the work flow for the detailed design of the system.
