With the deepening of economic reform, social development speed has also been accelerated, countries are strongly pushing the integration process of urbanization and industrialization, which also led to constantly expand the scale of the floating population. For many industrialized cities, the influx of migrants has injected new vitality for urban development and construction, and played a large role in promoting the industrialization process of the city. At the same time, the rapid expansion of the population has also brought a series of problems for the management of the society; it shows mainly in terms of employment, security, family planning and the environment. These problems that increase with economic development and the population have become increasingly apparent, which are challenges for social harmony and stability. How to process the scientific management of the floating population and rental using information technology and computer technology is an important issue for the various administrative departments.The goal of the floating population and rental management system is in order to effectively meet the actual needs that the police and administration personnel manage floating population and rental housing within the community. During the course of the study on the floating population and rental management, this thesis research and sort out the business requirements of the floating population and rental housing management; through analyzing the actual needs; this thesis determine the main content and implementation technology of systems, including WSH technology, relational database technology, MVC design patterns and UML technology and so on. On the basis of the floating population and rental management’s business needs, this thesis design the floating population management, rental management, build data exchange management, business intelligence management, system management and other business models; and then detail the business model and database from two aspects of the overall design and detailed design; the floating population and rental management system is implemented by means of MVC design patterns and J2 EE development platform, and verify needs service through the construction of test use cases.Floating population and rental management system has been internally putting into use in the unit, and achieved good results, and have good role in promoting for the work of managers. In the process of running the system, it fully reflects the entire management process from the population management to rental management. Though using the system, administrator can not only improve the efficiency of management for population, but also can facilitate the control of rental information. The implementation of system is based on B/S architecture model, it not only can implement various business processing functions, but also has a good performance in maintenance, operability and aesthetic aspects. Currently, through the implementation of this system in the unit inside, it can effectively promote the management of floating population and rental. The research and design of the system has a positive meaning.
