Medical care in rural areas has become the important issues of human development.To effectively solve insurance and claims problems in rural areas, In the guidance on system construction of the State Council Leading Group Office of Health Care System Reform, Health department, Ministry of Finance and other departments, around people’s livelihood, macro regulation and financial supervision objectives, some provincial, city, county, district has begun the construction of new rural cooperative medical system. However, these systems are fragmented, isolated, there is no uniform system architecture and interface specifications, data can not be shared effectively. They can not fully meet the new situation of the masses Medicare service requirements.The project of the new rural cooperative medical management information systems, using B/S structure, using the Java programming language, using Struts+Spring+Hibernate development framework. Through the development of a unified system of norms, it achieve national data logic centralized storage, and it provide a solid foundation For the insured and interregional transfer payments, claims. Also, through the development of a common external interface, it implements data exchange specification with the country’s social security system and hospital HIS system across the country, ensures the system has good scalability and compatibility.This paper describes the system development background and research status abroad in the first. Then, the paper describes the development model through the UML model use case diagram, class diagram, sequence diagram, based on object-oriented development philosophy. And the paper briefly describes the logic of the system architecture, technical architecture, business models, data models, functional implementation, testing programs, etc.NCMS covers participation management, compensation processing, ancillary support, decision management, workflow management, and other business functions. At the present stage, it has been applied to Guangzhou Baiyun District and other places, and achieved good effect.
