Predicament And Breakthrough Microblogging Rumor Governance

The emergence of micro-blog expanded the public’s freedom of speech, in thecontext of the Internet in our country; it gradually becomes a tool of user’s emotionalcatharsis and asking the politics. As the impact of micro-blog growing with eachpassing day，the number of rumors increasing accordingly, part of the which aremalicious and may even harm the country social and economic stability. In my eye，as a platform public opinions, micro-blog can’t be out of controlled by the state andsociety, the negative effects which come from micro-blog rumors have caused theserious attention of the government. For the reasons of special Transmissionmechanism and public voice environment and so on. In the process of rumors spreadin micro-blog, they make their publishers, communicators, content and effect comeinto being more characteristics which are adapted to micro-blog. Micro-blog rumorsbreak the order of network information transmission, initiate the honesty crisis of thecyber world. For that, we should take measures of much Strict in controlling andspecifications. Reflecting on the existing related legal system in our country, thereare many shortcomings or governance micro-blog rumors and internet rumors,relevant departments have taken various measures, but also faced many difficulties.Under the control of the complex social environmental and psychologicalfactors, micro-blog users usually forward a large amount of messages which are hotor controversial. Some of them are rumors，which use the discourse strategiescorresponding to the internet environment. It seems to be commonly that “elite”network users forwarding a rumor，which become very hot among micro-blog users.They may forward it without thinking twice. And then，it often cause a certain socialeffect. This research is seeking the outlet for micro-blog rumors of governancedilemma according to transmission mechanism of micro-blog. The concrete contentincludes a brief review of previous studies, in summary of Chinese and westernscholar’s researches on rumors governance policies, and carefully analyzed theemergency, development, type, harm, governance deficiencies and difficulties. Combining with the characteristics of micro-blog and network, this study finallysummarized from five aspects aiming at the governance dilemma of micro-blogrumor.I’ve also come up with five strategies to the dilemma. In addition，I also hope I cando something good to balance the “freedom of speech” and social management, andcan do some beneficial to construct a harmonious health network environment.
