Ministry of health of the People’s Republic of China initiated the trial operations of hospital information systems building based on the electronic patients’ records in2010. In order to ensure the smooth transition at the trial locations, to improve the construction of hospitals’ information system, to enhance the management level of hospitals’ information, and to optimize and simplify clinical workload, it has introduced a new benchmark for the hospitals’ information systems. As an important factor in the medication supply chain, the isolation between the HIS and vendors’ ERP systems has caused a number of issues including creating obstacles in medication purchase and flow, limiting regulations over medication purchase and sales, lowering hospital and pharmacy’s service efficiency, and not being compliant with the revolution standards issued by the Department of Health. Hospital management in the modern society faces so many challenges, one of which is the improvement on inventory storage and management. As a primary hospital inventory, medication storage takes up a big share in a hospital’s cash flow. Assuming that the clinical treatment and service level can be well maintained, while the cost of medication storage can be lowered, it would be very cost beneficial to the hospital operations. Therefore, under a circumstance of the increasing competition in the hospital industry, it has become an essential topic to take advantage of information technology to break the information isolation, to optimize the medication purchase and sales process, and to improve the service quality and patients’ satisfaction rates. The thesis identified and introduced the main issued occurred in an AAA hospital, through studying its medication purchase process, including the tedious and low-end manual operations, clinical staff’s low efficiency and the frequent errors made. It brought up the improvement plan, which is the implementation of information systems to replace the manual operations, to improve medication management and the regulation over purchase process, from the "stick to human beings, stick to the reality" theory. The thesis first introduced the topic background and the current situation in and outside the country; it then focused on the functionality demands of the system and the implementation plan; it then detailed the design of the software system, including the design of the application and the database; in the system testing part, it laid out each individual system module and their integration testing methodology and results; finally, it summarized the whole work content and provided a future look up.
