In response to the increase of mobile users, demands of higher rates and greater bandwidth communications services,3GPP proposed the Long Term Evolution(LTE) as the next generation mobile commmunication standards. LTE can improve the frequency efficency, get better coverage and channel capacity at lower cost, reduce the system delay, and adapt to various service. It is the main function of scheduling and resource allocation algorithm to reasonable alloc resource for different bandwidth, delay and Qos needs, and improve the network throughput and frequency efficency which should be based on the meet of service needs.This thesis first takes the theoretical research and analysis which related to the scheduling algorithms and resource allocation scheme in LTE systems. Afterward, the final conclusion that has been proved by a series of formula derivation and simulation is drawed. The specific work of this paper as follows:1. The classic scheduling algorithm on MAC layer of LTE system was researched, and a QoS_PF scheduling algorithm is proposed, this new algorithm can improve the user Qos which based on guarantee the fairness and system throughput, and reduce the system delay and packet loss rate.2. To achieve the scheduling algorithm, improve the efficiency of scheduling and reduce unnecessary comsumption of resources, this thesis designs an efficient MAC layer scheduler, which controls the distribution of time-frequency domain resources, and meantime, decides the transport block size and modulation encoding scheme.3. This thesis desicribes detailedly how the whole system to allocate resources to users from the channel comditions reports of the terminals. Additionally, it proposes a frequency-selective scheduling resource allocation scheme, which is based on the original resources allocation scheme, to ensure allocating the best resources to the user that is elected from this scheduling algorithm, thus improving system throughput.4. A system simulation platform and the real circumstance are built in this thesis for verification. Consequently, the results show that the MAC layer scheduling algorithm proposed in this thesis of the base station side, can reach the peak downlink speed up to70Mbit/s, uplink18Mbit/s, packet loss rate of less than10-3, and most important, the fairness is considered.
