Excessive data consumption and explosion of mobile connected devices have increased the mobile traffic data. The prevailing work on methods of traffic offloading has several deficiencies with certain limitations as well. To overcome these limitations, the present study has implemented a platform to provide best results in terms of decision making,collaborative management and extensibility. This research study is to build a novel framework that gives benefits of SDN together with intelligent traffic offloading and load balance technique in LTE-U system. A proposed technique uses NS3 to develop a platform in a SDN approach, as the SDN techniques provide traffic monitoring solutions, great programming modularity and excellent extensibility. This technique is implemented in network simulator NS3. It involves an "intelligent traffic offloading"technique as an application above the SDN controller to offload data from a cellular network to an auxiliary network that helps to enhance the network efficiency and decrease the load of data traffic from the cellular network. Re-association based offloading is a type of offloading which is being used to balance the load of a network.This study has proposed architecture for offloading traffic data and balancing the load evenly in licensed and unlicensed network. Under the SDN based enterprise, in contrast with the previous studies, this research introduces a new technique about offloading and load balancing in LTE-U systems. Simulation results of the proposed technique showed that it is feasible and can be implemented in SDN based LTE-U systems. This performance is unique in a way that it is implemented in SDN based LTE environment to balance the load of the system. It is concluded that this technique will help to improve overall network throughput, improves user experience and enhance the QoS of the network. The future outcomes of this research work can create a physical interface of present designed technique by generating LTE through USRP B210 which works as eNB and can be integrated it in a physical platform, showing a significance in real time offloading in a LTE-U system.
