With the domestic and international fierce competition in telecommunication market, China Unicom accelerate the improvement of3G business support system according to the medium and long term development plan, in future,3G mobile users will use prepaid billing mode. In order to meet the strategic transformation of China Unicom and support multi service converged prepaid billing model. The construction of Online charging system has been put on the agenda. Online charging system and the IT operation support system data share problem need to be solved.This paper analyzes the existing problems and disadvantages of data exchange and share based on the actual project requirements, with Web Service technology as the center, SOA concept as guidance, combined with the current China Unicom on online charging system construction requirements, This paper proposes the data sharing and exchanging solution based on the Web Service. The solution focuses on the poor safety and cross-platform problem of data exchange between online charging system and the existing support system.According to a branch of China Unicom online charging system construction, this paper design the framework and model of data exchange platform based on the Web Service technology and SOA theory. The sharing and exchange model use the mapping mechanism, the data distribution side, the system of heterogeneous data is transformed into an XML document with XML Schema as an intermediary; in the data receiver, and then based on the Schema analysis of XML documents, according to its own data structure and expression synthesis of its corresponding data. The design process strictly follow the China Unicom announced QB/CU084-2008" China Unicom IT system BSS system domain online charging system technical specification".Finally, In model-driven mapping scheme, using the open source XML DOM4J analytic tools, XML metadata would to be completed, and then from the metadata to XML mapping conversion. This scheme can effectively reduce the system coupling degree between, but also enhance the security of the data and the data sharing platform independence. According to the design scheme, A communicating branch online charging system data sharing platform on the line maintain simply and meet the needs of users through the stable operation.
