Satellite navigation signal simulator is a high precision integrated testing and simulation equipment, which not only provide a critical test and supports for various types receivers in military and civilian application, as well as other aspects of scientific research, production, application, testing, inspection, simulation training, but also provide an important tool for the study of the compatibility and interoperability features between China’s second generation satellite navigation system and other navigation system, such as GPS, GLONASS and Galileo. However, due to the short history of the simulator and blockade on new techniques, there are no standardized principle for its calibration and traceability, especially for the traceability, no way has been found in practice. Therefore, it’s more significant in finding a solution to its calibration and traceability in practice.In this paper, the work of studying calibrating methods and tracing technology is mainly focused on. First, the operating principle and indicators architecture of the simulator is described in this paper, and based on the study, the measuring methods of the accuracy and dynamic indicators using general instrument is also discussed. The method which is based on a zero value measurement and Doppler velocity measurement principles, combin-ing with the characteristics of generating signal, can realize the measurement of speed control accuracy, pseudorange rate control accuracy, consistency in the code phase channel and the relative acceleration, jerk by universal oscil-loscope and cymometer. Then, aiming at real-time and efficient applications, a measuring method base on software-defined radio is provided. In this method, it draws on software radio platform to build measurement systems, computer as the control center to control the conversion between measuring result and instruction, realizing the calibration of carrier phase consistency for multi-element. And in the method, software radio platform makes use of the principle of carrier coherence and the multi-channel data processing techniques to achieve a multi-channel carrier phase measurements. Finally, based on the analysis of the features of traditional traceability methods and the characters of simulator, this paper proposes the way of traceability with the measurement assurance program (Measurement Assurance Program, MAP). Combining the general instrument measurement method, the judg-ments for being controlled, stability of pass stander and the treatment of tracing results are given, making the key indicators traceable.
