In order to balance the coverage and load of WCDMA & GSM systems, Systems planning support WCDMA & GSM switching between each other, Early in the WCDMA system layout, in one hand, in order to provide continuous coverage, need to support the switch to the GSM system; in another hand, in order to reduce the load on GSM cell, the system also need to switch from GSM to WCDMA, based on 2G network expansion to achieve 3G coverage and saving investment. Inter-working between WCDMA&GSM benefits traditional wireless operator with 2 in 1 network. Therefore, handoff is such a vital progress that must implement at first. This article focuses on some important handoff mode and performance when bears voice and data application. Furthermore, it discusses the coexisting with GSM and development of 3G. The article also discuss the WCDMA&GSM cell reselection, measurement of compression mode, the changing priority area between WCDMA&GSM services, the two-way switch between networks and other issues.
