To address this situation, ZhongshanCity Public Security Bureau police hope to build an office automation system, whichcan cover the public security departments, a variety of public circulation.System uses B/S architecture model, based on J2EE lightweight framework Struts+Spring+Hibernate technology, the underlying database using MySQL. Lightweightframe is relative to the frame in terms of a heavyweight programming mode. Comparedwith the heavyweight framework, the focus of solving problems is different. This thesisintroduces the system according to the software engineering process of the systemdevelopment process. First, introduce the system requirements analysis, includingsystem environment requirements, system functional requirements related to dataprocessing and other requirements. Second, describes the system design, includingsystem design, system page design, system features modular design, database design,the key technical design. Third, describes the system’s implementation, includinginformation submitted to the module, the module supervision materials, proposals forrecommendations module, meeting room arrangements module implementation. Finally,the system tests, including test methods, the test environment, test, and system testresults.The system makes the public security system daily business processes morerationalization. The public security office efficiency has been significantly improved. Sothat the original relies on the human brain and artificial preservation and handling offiles and materials working model has been a radical change. Lightweight J2EEframework generally consists of struts, spring, focusing on reducing the complexity ofdevelopment, while the processing capacity will be weakened accordingly（such asweaken the transaction function, and disable to have the distribute processing capabilities), which is more applicable to the unit office automation systems. The resultsprove that the system is running, the system can meet in Zhongshan City PublicSecurity Bureau and the branch office needs.
