With the economic development of Xinglong County,chemical plants are alsomore and more settled in Xinglong. In order to meet the needs of centralizedmanagement, Xinglong County chemical industry area has been approved to built by thegovernment of Xinglong county. However, The management of the major hazard inXinglong County chemical industry area has just started, the identification andevaluation of the major hazard has not yet carried on systematically, the database aboutthe major hazard of chemical industry area has not yet been established, the technologyof accident simulation is relatively backward, departments at all levels can noteffectively manage these major hazards. Therefore, from the actual needs of XinglongCounty chemical industry area safe management, to improve safety supervision andmanagement administrator of work safety as a starting point, to strengthen themanagement of chemical industry area of major hazard focus, in order to meet theactual needs, a special chemical management system of industry area major hazardWas built in the Xinglong County.This paper describes the design and development process of major hazardmanagement system of Xinglong chemical area, the advanced database managementsystem Microsoft SQL Server2008, a powerful language C#, application MicrosoftVisual Studio2010was selected to develop the system, and the MVC design pattern andB/S development structure was used. Remove and encapsulated data withentityframework,then Completion page logic in the Business Logic Layer,and UsingMVC calls into an HTML page.This paper describes requirements analysis of the system from the user, function,performance, resources and other aspects, in accordance with the requirements, systemsoftware architecture, functional architecture, database system of Xinglong chemicalindustry area was established, and then the realization of system functional architecturewas described in detail. Finally, five functional modules was established, namelyidentification module of the major hazard, evaluation module of the majorhazard,accidents simulation module of major hazard, management module of electronicmap, they can automatically identify the major hazard of chemical area in Xinglongcounty,combined with the safety technology and safety assessment rules and relevant regulations of Hebei Province, According to the quantitative evaluation andclassification of the real danger of major hazard, and accident simulation of majorhazard exist for chemical area in Xinglong County, the radius of the area of accidentabout the leakage accident, pool fire, vapor cloud explosion accident can be calculated,If the injury radius was drawn on a map, then you can view online query. In this paper,after completion of system design, taking the major hazard of Xinglong Countychemical industry area as an example, input the relevant data to the system, the systemautomatically completes the major hazard identification, evaluation, classification,accident simulation, the simulation results of major hazard accidents can be show inelectronic map. Thus, the system is applicable, and is simple and practical, it can meetthe system, modernization of safety supervision for the major hazard of chemicalindustry area in Xinglong County.
