With the advance of our industry, the throughput is increasing continually, but theproblem of industry safety is bringing us more and more threats. In the threats,significant chemical risk source have the characteristic of strong diffusion capacity,wide threat scope, thus, once such dangers may cause serious society influence.Therefore, these danger sources are the emphases of inspecting of related department.Under such background, Sichuan Provincial Administration of production Safetyembarks the setup of supervision and management system of significant dangeroussources of chemicals.The goal of this project is to establish supervision and management system ofsignificant dangerous sources of chemicals with a database for support. This thesisselects the current most mature JAVA technology, taking into account the portability ofthe system. In accordance with the software engineering steps, we successively carryout the work of requirement analysis, outline design, detailed design, implementationand testing.Based on safety production data management, this paper Establish a regional basicdatabase of production security to provide information support for day-to-daysupervision of production safety and accident emergency rescue. At the same time, thedesign for supervision and management system of significant dangerous sources ofchemicals meets the needs of the day-to-day safety supervision and emergency rescuecommand, provide fast, scientific decision-making information to decrease theoccurrence of major accidents, improve emergency rescue capabilities, improve theresponse of the emergency rescue, processing power.The main research topics include:(1) Basic information management of significantdangerous sources. The basic information of significant dangerous sources is managedin classification.(2) Risk analysis of significant dangerous sources. The analysis of thedegree of harm and risk and the scope of influence is made, thus, Timely disposal iscarried out.(3) Management of accident plan for significant dangerous sources. Againstthe basic information and feature of every danger source, disposal plan is made, so that timely response can be made when accident occurring. So the system design shouldhave the functions to set, modify, update the plans, to support departments joint actionwhen accident occurring.(4) User management. Because the usage of the systeminvolves many users, authority plot is need to ensure system’s security.The supervision and management system of significant dangerous sources ofchemicals is based on JEE6Architecture and the open source MySQL databasemanagement system, has the characteristics of portable, mature technology and lowcost.
