The land resources is a very important position in the national economy and socialdevelopment. Along with the continuously strengthen related management departmentof land and resources, In some extent makes use of land resources, protection,management, planning, evaluation more standardized and efficient, our land andresources management authority must make good use of a variety of advancedinformation technology tools. But the overall level of information technology throughout the national land and resources is not high,the land and resources managementdepartments have been aware of the importance of informationthechnology.Therefore,with a high starting point,high standard,planned,step by step topromote the municipal land and resources information construction of Changyi City andimprove the level of information sharing and service socialization,and efforts to becomethe national land and resources informatization construction of the new model.In this thesis, Changyi City Land Resources Bureau of e-government system needsto implement the whole process after a very thorough investigation,need to start fromthe analysis, Implement the detailed design and architectural design of the system, andthe system is divided into the following three subsystems: the approval of constructionland system,office system, personal applications system. Among them the OfficeModule contains the functions of issuing file and notice of the departments. And thelatter also includes the drafting of the notice, auditing, releasing, inquiring and theperson’s information to manage the various notice information. The applicationprogram module separate include add or delete operation, downloading the commonsoftware, internal communications record, personal information’s changes, passwordchanges, etc. It is used to manage and maintain the basic information of constant contactto modify personal information, and easy to use tool, in order to improve workefficiency. Module approval and management of construction land is the core module ofthe system. It makes the integration of workflow and electronic form, thus quicklyestablished business approval process. For the complexity in the work of approvalprocess and office, this system uses the business component of workflow engine thathandles hierarchical modeling of the complex business processes, task distribution andthe volatile business to cope with the complexity of process easily. This thesis adopts UP and uses Unified Modeling Language (UML) for the analysisand design description language, the use of multi-layer design architecture based onJ2EE,and uses the market share, mature and stable open-source STRUTS to establishthe MVC framework. The persistence layer Hibernate is selected to build the system,can make the system development cost is reduced greatly, so as to enhance the systemscalability and maintainability. Considering the system cross platform, multi usercharacteristics, the system selects the B/S architecture design, in order to construct arole-based access control access control subsystem as the basis, for the implementationof authentication of user identity, to ensure the integrity and confidentiality of theinformation.
