Market economy is credit economy. As the watchman of society, as the inheritorof tradition culture and the important main body of market of transactionspower-for-money deal, false and biased coverage, immorality of certain mediapractitioners has led to the decline of credibility of media and discontent by ordinarypeople. The problem this paper will study arises under the background of social creditsystem.On the basis of concept of media system, the paper paves below from subject areasuch as traditional communication, economics and management respectively, frommedia anomie in real performance and industry specific conditions. By analysis of theconnotation of media, the construction of media index, etc. This has cleared about themedia tasks, the main body and direction. In the study, this paper use the combinationof case analysis and text analysis, dissect many examples at home and abroad, andusing quantitative analysis method to determine the media credit evaluation index andweights.The paper holds that building a media credit system should focus on the followingaspects through research: firstly, the low cost of credit is an important reason for themedia credit problems, one of the original intention which the establishment of thecredit system is increasing illegal costs, through its credit behavior records kept for along time, and link up with future employment, promotion, purchase and so on, makethe one’s social activities are limited; Secondly, system construction is the emphasis ofmedia credit system. The essence of the system is the sum of the processing of a seriesof flow paths, which aimed at preventing media lack of credit, media discovery anddispose. Under the premise of the social credit system construction overall train ofthought, dominated by national department in charge of publicity, giving play to therole of industry associations and market mechanism, proceed with risk control, creditinformation management, disciplinary mechanisms, building a three-pronged newpattern including autonomy, self-discipline and social supervision; Thirdly,implementing the media joint credit, perfecting the credit of the collecting, processing,analysis, dissemination process, establishing media credit information platform,realizing the credit information open, which is the focus of the media credit systembuilding; Fourthly, pay more attention to the function of moral education in creditconstruction, realizing the media professional spirit internalization; Fifthly, media credit evaluation is the core of media credit system construction. This article designstwo dimensions of media organization credit evaluation index from credit ofinformation dissemination and commercial credit, two dimensions of mediapractitioners credit evaluation index from the professional credit ability and personalcredit willingness, determining index weight, completed the most important work ofcredit rating by mathematical analysis method.
