In order to ensure adult continuing education’s teaching site work smoothly, as well asthe continuing education teaching quality, relative performance evaluation work is veryimportant. Based on comprehensive analysis and comparison of performance evaluationtheory and technology.this paper establishes a set of performance appraisal index systemsuitable for the Changsha University of Science and Technology adult teaching site and itsmanagement staff as well as the corresponding performance evaluation system. The teachingsite performance appraisal system and performance management scheme is feasible, and hasimportant application value and practical significance.Firstly, the Balanced Scorecard and KPI performance evaluation theory andtechnology are introduced, according to the overseas teaching site performancecharacteristics, the paper discusses the problem of assessment, put forward its principles andperfect performance assessment work main measures, discusses the performance appraisalfunction request of system and business process through the use case diagram, sequencediagram and activity diagram.Then, the overall structure of BSC based performance appraisal system are discussed,gives the evaluation value calculation method and a detailed description of the systemstructure design.Finally, adult education overseas site characteristics of performanceappraisal system and process are discussed. The System is applied in Changsha University ofScience and Technology School of continuing education, improves the teaching quality andmanagement standard greatly.
