The Poyang Lake is the second largest lake in China. It is also the largest freshwaterlake in China. While the Plain of Poyang Lake is an important base of marketable grain.There are so many cities around the Poyang Lake, in which the population is numerous.With the development of Changjiu industrial area and the ecological and economic zone inthe Poyang Lake, the area of Poyang Lake has become to one of the most active area insouth China. However in recent years, due to the climate and the human activities, thefrequency of disasters and the losses caused by disasters have been intended to more andmore. It is necessary to use the HTML (Hypertext Markup Language) with the lateststandard HTML5, based on which the system controls the flood information managementand distribution, to reduce the losses caused by disasters. The referred system should beapplied as an information managing and publishing system, which is used before thedisaster happens.In the first part of this thesis, it is introduced the situation of the geography anddisaster in the Poyang Lake area. And it is also clarified the significance of flood controlsystem based on HTML5. Meanwhile it is compared the flood control system in differentstates, and summarized the information of present flood control system as well as thetrends of it. Afterwards it tends to introduce the theory and internet technology, which arerelated to the Poyang Lake flood control system (based on HTML5).In the following part, according to the software development specificationrequirements and the flood control information management industry c haracteristics, it isanalyzed the demand of the flood control system. As following it is designed the newflood control system, which is included the principle of system design, the function ofdesign and the design principles of system database.In the last part, it is finished the development of the Poyang Lake District floodcontrol information management and publishing system on the base of ASP.NETtechnology and Visual Studio2010integrated development environment and SQLSERVER2008database.The main functions of the system are included as follows, the general component, theinformation releasing (foreground) and the information management (backstage). Thegeneral component is shared the function code in front and back, which is included thedatabase operations, the string operations and the file and folder operations. The mainfunction of foreground is to set the text, the pictures and the maps in the backstage todisplay and to information online to communicate. The texts, image information which using HTML5tags and the maps which using vector format, with the HTML5canvaslabel drawing, make the system faster load. The backstage is included the classification ofinformation, the changes of detailed information and the related resources (picture, a nnexthe management function). The backstage, which is for each categories and each pieces ofinformation to search engine optimization settings, convenient through search enginequeries.As the reaction of the application results showing, users can adopt the major searchengines to facilitate the query information which released from the system. At the sametime users can use the vector map to facilitate the query map information. So the system ispractical and can be used wildly.
