The petroleum pipelines all over the motherland can be regarded as the blood vesselsif we considered petroleum as the blood of modern industrial society. It is obviously thatthe pipelines play a very critical role in economic development. As a professional regionalcompany for the sale of petroleum products in ZGSH Group, HB managing the pipenetwork for nearly3000km. How to guarantee the safely normal production andoperation of such a huge network is a severe problem for the HB leaders.Routing inspection is a basic work which can effectively guarantee the essentialfacilities, such as oil and gas pipelines and other equipments maintenance to run safely.The purpose is to dynamically master pipelines and the operation condition of devicesand the changing surroundings. Furthermore, it aims at finding the facilities defects andpotential risks without delay in order to make sure the safe, steady operation of pipelinesand devices.The main purpose of inspection management is to make sure the project can bestrictly executed. That means the assigned person must get to the appointed place alongthe designated route within the given time to affirm the safe state of the route, discoverand report problems and deal with the existing safety problems or hidden dangers withoutany delay.People have already thought many methods to guarantee the inspection projectimplemented and monitored effectively. As a technological approach, the inspectionsystem has also evolved for several generations. At present, from a mature technologyview, GPS online inspection management system is able to achieve the effect thatmonitoring the place of inspectors and their working condition dynamically. Thus, it is themost effective method.This thesis is aiming at analyzing the real needs of HB Corporation and using theplatform of GIS geographical information system to digitalize the petroleum pipeline net.Furthermore, through the medium of GPRS wireless exchange technology, it can developand implement the pipeline inspection information management system of HB with helpof GPS.The foundation of the system can digitalize the inspection task, share the information,strengthen the inspection monitor, improve the level of inspection management andcooperation, and support the safely manufactures of pipeline net devices. Besides, it caneffectively using the inspection production data from all sides to offer the prompt,accurate records and other comprehensive analysis to all ranks of managers which canhelp them make managing decisions and create more profits. The compatible, extensiblesystem can connect other application system; establish highly safe system and thoroughdaily records which can avoid the lost of the security data; provide some technologicalmethods, such as the visual monitoring, automatic over speed recognition or cross the border warning to practically enforce the inspection management.
