As a basic part of the navigation signal structure, the navigation signal waveform can have an important impact on the congenital performance of the Global Navigation Satellite System (GNSS). The classic signal waveform assessment method is appraising one signal from tracking accuracy, anti-interference, anti-multipath interference and compatibility separately. However, when we want to assess several signals comprehensively, this method is not powerful enough to finish the task. So it is very meaningful for the signal waveform design and filtering to invent a comprehensive assessment method.The existing comprehensive assessment methods are the rader chart and the weighted method. Because the rader chart method involves no weight information, its application scope is limited. The weighted method is the most famous comprehensive assessment method because of its smartness and effectiveness. But the accuracy cannot make everyone satisfied.Based on researching the present status of the assessment methods of navigation signal waveforms, and deeply understanding the comprehensive assessment methods, this thesis provides a new kind of comprehensive assessment method by combining the weighted method and TOPSIS. This method involves the weight information and provides more accurate result than the weighted method. Finally, thesis assesses the comprehensive performance of the navigation signals in L band and C band to check this method. The result shows this method can be used to solve the optimum signal selection problem in the signal structure design and upgrade.
