The development of the GIS technology has put the governanceundertakings of the government agency into the information era and thedigital era. Relying on its outstanding function, exhibition, the3D GIStechnology can display the topographic and geomorphic conditions to theusers in a direct and vivid way. Thus, the GIS technology can provide thegovernment agencies with theoretical basis to make decisions whichimproves the rationality and scientificity of the fundamentalconstruction. Because of that, GIS has gradually become a powerful toolof public service administration.One of the most important aspects of radio management is how tomaximize the utilization efficiency of it since the radio spectrumresource is a limited resource. Radio is increasingly widely used in ourdaily lives with its rapid development. Radio technology plays a uniqueand important role in our lives, from mobile phones, Wi-Fi to the aeroand space technologies. Thus the importance and specialization of radiospectrum resource are increasingly being of the society concern andattention. As for the management of radio spectrum, the GIS technologyhas become an effective technology which can increase both use ratio andreuse ratio of the radio spectrum resource because of its strong abilitiesin exhibition and multifunction.Aimed for the information management system in Qingdao radio station,this easy talks about building the information database of Qingdao radiostation, designing the radio spectrum multiplexing and planning demosystem, in order to provide theoretical basis for multiplexing, managingand planning the radio spectrum resources in Qingdao, as well as achievethe basic map control of the information management system in Qingdaoradio station, the retrieve of all kinds of radio stations, theexhibition and thematic statistics of new radio stations.The main results are as follows:(1)Redevelop the radio spectrum multiplexing and planning demo systemby using ArcGIS Engine in order to implement the display platform for theinformation of radio stations in Qingdao.(2)Collect information of radio stations in Qingdao. Collect theinformation and analyze involved data. Organize and entry information ofradio stations, product thematic data, including checking the raw data,standardizing, space digitations, outcome data checking, symbolic library building, construction of station position indicator line andattribute data production.(3)By using virtual reality technology and geographic informationtechnology, product3D building model, combine DEM, DOM and building modeldata to build the plans of radio spectrum based on spatial geographicinformation data. Product2D vector data and electronic map based on thebasic geographic data in Qingdao, in order to meet the needs of thesoftware to exhibit.(4)Determine the structural design and functional design of the radiospectrum plans and the multiplexing demo system. The overall structuraldesign is data tier, technical processing tier and HIMI tier. The overallfunctional design is interactive display, location and inquiring, virtualwandering, layer controls, scene navigation and target browsing.(5)Complete the radio spectrum plans in Qingdao. Develop andimplement the multiplexing demo system. To implement the functioninterface designing and coding, this easy combined ArcGIS Engine andVisual Studio.
