In recent years, along with the rapid growth of radio business and the irrationalityof spectrum use, the limited spectrum resource is in short supply increasingly. Bysensing the spectrum environment, detecting the free licensed spectrum and adjustingthe transmission parameters in real time, cognitive radio can use the licensed spectrumin an opportunistic way, which will solve the problem of lacking wireless spectrum andmakes itself a hot topic in wireless communication in recent years.The paper does the research on the cognitive radio spectrum allocation andmanagement techniques mainly. Firstly, based on the available time of the spectrum ofauthorized users and reliability parameters, this paper proposes an adaptive dynamicspectrum allocation and access technology. Next, the paper does some simulation onthis algorithm. The simulation results show that the algorithm can reduce the probabilityof the system idle, improve the stability of the available block of spectrum resources,reduce the switching frequency of the spectrum and improve the spectrum efficiency atlast. Finally, this paper proposes a cognitive radio communication system which iscomposed of a spectrum environment simulator, several cognitive nodes and anadministrator. Based on this hardware system, the paper realizes the above spectrumresources management technology and verifies the improvement compare to thetraditional spectrum management. The communication system in this paper can makebetter use of the spectrum resources with some tolerable loss of the communicationefficiency.
