| The Grain Direct Subsidies for Farmers Information System can effectively manage andnormalize the issuance of farmers’ grain direct subsidy funds, improve the effectiveness ofpreferential agricultural polices. To date, most of the agricultural subsidy systems have beenadopted by administrative and supervision authorities, without the involvement of farmers,the final beneficiaries. This study took farmers as the key users, the issuance of the directgrain subsidies to famers in Yangling Agricultural Demonstration Zone as the study object.Based on B/S structure, using Microsoft.NET Framework technology and C language, a newGrain Direct Subsidies Information System for farmers in Yangling AgriculturalDemonstration Zone has been developed under VS2008environment, ultimately realized themanagement of the issuance of direct grain subsidies by administrative authorities, and theinquiry and monitoring of the subsidies by farmers. The main research results are as follows:(1) According to the system design principle and the analysis of users’ need,functional designing and structural designing of the Grain Direct Subsidies for FarmersInformation System were completed. So farmers can understand grain subsidies policiesmore conveniently and directly.(2) Using Microsoft SQL Server2000,the database of the Grain Direct Subsidies forFarmers Information System for Yangling Agricultural Demonstration Zone was developedand the related date sheets were set set up, so the framer households and fiscal users atdifferent levels could get access to the data more directly.(3) The system follows the.NET standard, so farmers could browse, inquire and applymore directly. the Web layer has adopted the.NET Framework and realized the MVC pattern.The adoption of the message board facilitates the interaction between governments andfarmers, so the services provision by governments could be more open and transparent. Thesystem could also realize the the information exchange among farmers all over the countrywith regard to crop cultivation and animal husbandry, publish the sales information aboutagricultural products, seeds and seedlings, ultimately provides a information circulationchannel for farmers.(4) The system was piloted in accordance the real situations in Yangling AgriculturalDemonstration Zone, all its functions were analyzed and tested. The result showed that the system could successfully realize the issuance and supervision of the grain subsidies fundseffectively by the fiscal units at different levels of Yangling Agricultural Demonstration Zone.The system could also realize the dynamic adding of famer users, and farmers could inquiretheir own information and get to know the direct subsidy procedures. Meanwhile, farmerscould get to know the latest polices, news and related activities concerning agriculture, ruralareas and farmers. The experimental results showed that the design also has good versatilityand could be popularized in the whole area of Yangling Demonstration Zone and even toShanxi procince. |
