Research On The Disaster Emergency Information Sharing System

The establishment of comprehensive disaster management system and operational mechanism, improve the capacity of disaster relief, minimize people’s lives and property damage, and maintain social stability in the disaster area has become China’s long-term task. This paper’s analysis and discussion focuses on four disaster emergency information resources sharing system::content system, standard system, the technical system, the operation system, and put forward a series of methods to build disaster information sharing and recommendations.Based on social capital theory, body theory, information transfer theory,the paper discusses the content system of disaster emergency information sharing, including disaster information resource system, bibliographic access system, messaging system.Based on the standardization of information theory, this paper analyzes the metadata of information resources, develop the processes and policies of metadata of information resources,do reaserch on the metadata extension,and build metadata content of disaster emergency information.On the basis of the analysis of these technologies of the disaster emergency information resource sharing system, the article established the overall patterns of the disaster emergency information resource sharing and SOA-based architecture diagram of disaster emergency information sharing.Based on the theory of spatial cognition, this article summarized business processes of disaster emergency information shared, process optimization recommendations.Finally, we analysis and discuss the content system, standard system, technology system, operation system as the example of fuzhou flood, formated the recommendations report of disaster emergency decision of fuzhou flood.This article only do research on the related disaster emergency information resource sharing system, howerver, to build emergency disaster information sharing platform is not easy, only the join force of the government and society.can we improve the level of disaster prevention and mitigation information services, can we realize the information exchange and collaboration services among the relevant departments, promot the national disaster prevention and mitigation plans.
