The Design And Implementation Of The County Government Platform Which Used On Special Fund Management

Our country has taken measures to supervise the special fund, for example accountability mechanisms and sound assessment mechanisms. Though it has achieved very good results, there are still many problems in practice. The blindness of special fund’s application, the uncoordinated checkpoint of special fund and project construction, and the misappropriation and retention of the special fund are the problems. This article design and realize the platform to make the people know the workflow of the special fund. It will be public, fair and just.Combined with the special fund application and appropriation of a county government, according to the characteristics of special fund, this article introduces the concept of information platform, focuses on the combination of "One Discussion for One Case", and designs a county government special fund generic workflow and process management engine to improve government efficiency and promote the development of local economy. Technically, this platform uses B/S model and J2EE technology, to obtain the maximum profit with the minimum cost to the economy, the main government approval office automation, network application and allocation of special fund the process of function is open to the public.This article designs the linkage of the office automation platform, background management platform, the monitor platform and the public platform. The data of all the platforms will keep up with each other in real-time. Office staff can complete the work on the special fund platform without paper. The supervisory personnel can monitor the special fund workflow. They can know every detail of the things through the monitor platform.
