Taiyuan CATV is the most powerful cable network operator which has the largest user in Shanxi. It takes care of the construction, transmission, maintenance, and service of the cable digital television networks in Taiyuan. Due to undertaking the task of cable TV programs transmission and government publicity, it has a very strong sense of administration like many local cable TV networks company. So in the background of wide-open triple-play bundling market with the development goal of full service operation, there is no effective running for modern enterprise. Facing the challenge and win the future, Taiyuan CATV has to transit from traditional cable network operator to the integrated service provider. This paper analyzed the status of organizations running under the background of Taiyuan CATV triple-play bundling, through a series of strategy plans, to carry out the most effective organizational change for practice and decision on the basis of multiple guarantee measures.According to the requirement of triple-play bundling trend, the author analyzed the organization running problems and disadvantage deeply based on the area that Taiyuan CATV located, the industry characteristics, and the practice and experience accumulated during the development of cable digital television in recent years. Meanwhile, it used process model of organizational change and theory of relationship between organizational culture and change to set the expected object of organizational change, the revolution model and path, and establish the idea of "culture embedding" which makes the basis for principle and method of the organizations revolution.Based on the theory and the target and path of organizations revol ution, this paper established the organizational culture with the thread o f "culture embedding", and suggested four measures for organizational change, which makes strategy plan and research on organizational cultu re establishment, organizational structure optimize setting and grid mana gement system, process optimize and reengineering, system integration a nd operation improvement, principle and method of personnel training a nd occupational safety and health system.Through series of research and suggestion on the organizational change target path, suggestion, and guarantee method etc. this paper provided the basis for how to carry out the organizational change under the triple-play bundling. At the same time, the company established the revolution model and thought during organization development in the future.
