The sci-tech novelty retrieval is an important content of library information service. As an independent assessment means on scientific research fund management department and Scientific research funds declaration, with increasing attention being paid, the sci-tech novelty retrieval will has a profound and far reaching significance for the smooth and orderly process of scientific research in China. Jiangxi University of Traditional Chinese Medicine Library has developed novelty retrieval in the field of traditional Chinese medicine research for nearly20years, which makes a significant contribution to Chinese medicine scientific research. But there still exist numerous drawbacks:the long-period traditional manual mode, low-level informatization, multiple links among paper documents delivering, poor efficiency and opaque working links, all of which^inevitably lead to the missing and letting out of the subject information. Therefore, it is crucial to develop the management information system, overcoming various unfavorable factors and conducting normative work.Having given a comprehensive demand analysis of novelty system for fund project in Jiangxi province, this paper designs the following systems:"Novelty search projects submitted to the module" for the submit of project declaration;"Module of Novelty Search Classification" for the classification of project declaration."Module of Novelty Search Allocation " for the assignment of Search Novelty.^Module of Relevant Documents Management" and "Module of Completing Novelty Search Report " for assisting Novelty Searcher to carry out investigation;"Module of Novelty Search Audit" for assisting Novelty Searcher to carry out review;"Module of Novelty Searcher Management" and "Module of System Maintenance" for supporting the operation of the whole system; in addition, on the basis of modules above, this paper designs " Module of Analysis and Statistics "——the Module of Proliferation Function.On the basis of demand analysis and module design of the information system, this paper determines the entities in the system, namely the user, declaration, Novelty Search report, related literature, mechanism. At the same time, this paper carries out a corresponding analysis of entity attribute and entity relationship, and design system data sheet.With the successful design of Novelty Search System for Traditional Chinese Medicine Fund Project in Jiangxi province, we can improve the efficiency and specification of Novelty Search, reduce the quantity of printed paper, cost and workforce and ultimately realize low-carbon office, which will yield considerable economic and social benefit.
