Novelty Management

Science and technology novelty search is a new type of service for public science and technology consultation with the foundation of science and technology document index and science and technology advisory service. From 1985 to now, novelty search have already developed for more than 20 years and obtained a great progress in the resources, personnel, management, academic research etc.. But there also existed some antinomies and problem among novelty search which restricted development of novelty search, so it is urgent to resolve antinomies and problem.This paper discussed the management of novelty search service systematic in order to provide useful suggestion and ideas for development. We researched on the qualitative and quantitative indictors of micro-management of novelty search which were used to evaluate the real results of management. We analyzed the present condition of resources, personnel, business, rules and regulation, files management, service, website construction, times, charges and quality feedback of 57 novelty search centers of the Ministry of Education and lastly proposed suggestion of strengthening propaganda, perfecting website and setting up subject librarian.
