The Design And Implementation Of The Traditional Chinese Medicine Scientific Research Project Management System For Shandong Province

Under the call of the support for traditional Chinese medicine development of people’s government in Shandong province and health department of Shandong province, Chinese medicine research projects gradually become the key work of TCM development at present. Chinese medicine scientific research projects have significant improvement both on the quantity and quality, but traditional way of scientific research project management already cannot meet the demand of high quality and high efficiency. Traditional Chinese medicine scientific research projects" management level and work efficiency need to be improved. In order to response the call about supporting traditional Chinese medicine development, to improve the level for scientific projects management, to shorten the period of management and to improve the work efficiency, it is necessary to design and implement a traditional Chinese medicine scientific projects management system to normalize the management for provincial traditional Chinese medicine scientific projects management.Through the study of current background of traditional Chinese medicine scientific research project management and the present situation of similar project management, combining with the technology used by current scientific research project management, we determined that this system used J2EE platform and the background used SSH(Struts, Spring, Hibernate) framework to design and develop. The design idea adopted MVC model to make sure clear division of responsibility and to realize high expansibility and maintainability. The system used SQL SERVER 2014 to store the data of traditional Chinese medicine scientific project.This system mainly implements the personal information management, project application management, project audit management, user audit management, news management. Personal information management module implements the login, registration, personal information management functions. Project application management module implements the project declaration management, contract declaration management, annual inspection application management, delay application management, project change management, withdraw applications management, concluding application management, acceptance application management, and other functions. Projects audit management module achieves the project audit, project query, project statistic, superior return project inquiry, contract upload overview, project overview and year-end summary overview. User audit management module implements the user audit, user view and centralized unit management functions. News management module achieves the information release, information management, news information browsing.The use of Chinese medicine scientific research project management system in Shandong province could realize standard management for scientific project work and improve the management level as well as the work efficiency. Besides it can enhance the transparency of all management work of scientific project, which has a strong role in promoting the development of Chinese medicine scientific research work in Shandong.
