With the rapid development of Internet, e-mail as an indispensable communication means for most Internet users has greatly promoted the governmental informatization, modernization and automation of routine work. With e-mail, a cost effective, quick and easy means of communication, the circulation of official documents and files within the government can be realized. Therefore, the establishment of a safe, reliable, practical, open, easy to expanded and maintained, cost-effective and strongly access controlled e-mail system is quite necessary.However, due to various constraints, the services provided by the current e-mail system are restricted in scalability, security and reliability as well as rule-bound mechanism. As the governmental e-mail system is utilized more in circulation of official documents and files and handling replies which is of special nature and different from the free sending process of normal e-mail system, this paper applies a idea of system engineering to create a safe, reliable and mandatory e-governmental e-mail system which realizes sending and receipt of messages, strong access control of mail sending, spam filtering, authentication of SMTP, POP3and IMAP, conducting mailbox registration, delete, quota management and e-mail management with Webmail and service interface to other mail clients.The entire e-mail system is divided into the application layer, interface layer, the listener detection layer, the authentication layer and corresponding software is running at different layers to achieve the purpose of the interdependence and coordinately working between the layers and eventually to have the entire system run at its most optimal state. The system inventively sets up mandatory users who can only send messages to the designated address under the related rules, which effectively realizes the consecution that the official documents and files are circulated gradually by levels and readable within the loop as well as sending and receipt of specific users’email and avoids sending official documents and files randomly and reporting over one’s head.
