The Public Domain as an exotic, which has been focused by many scholars in China forit symbolizes the democratic, free and open. This thesis takes Habermas ’s public spheretheory as the premise, in the basis of the connotation of the localization and modernization,the empirical research on the present situation of using micro-blog.As a result, the author usesthe data to explain the probability of constructing the network public sphere in china.The author used three research methods including the content analysis,questionnaires and case study, so as to analysis the status of public affairs in the microblogplatform, user participation in public affairs and microblog public opinion formation path,then compare the results and the five conditions which construct public domain: First, theopen degree of microblog platform is high and information release is of few restrictions, so ithas the basic conditions to form the subject matter of the public domain; Second, the publicaffairs is less;Third,only a small section of the microblog users own the capacity of criticalawareness and independent thingking, and they can take advantage of the platform tocommuticate with the authority, at the same time,they take part in public affairs, so thesepersons own the ability to become the subject of public sphere,but the majority of users can’tlive up to the rational standards;Fourth, interaction between the users is less when theydiscuss public affairs;Fifth,users of microblog focusing on the hot events of public affairs ishigher than the general public affairs,and for the former,users can form the public opinion tosolve it,on the contrary,for the latter, participation greatly reduced. In addition, the microblogopinion formation requires the use of other media, and it can’t accomplish independently.These results indicate that the microblog platform (the object of the public domain) andmicroblog users (the subject of the public domain), all of them own the conditions of buildinga public domain, but the current situation indicates that there is a certain gap.
