Along with the computer network technology, education informationzation and the development of Internet technology, the test technology means and carrier have experienced revolutionary changes. Online learning, network learning and autonomous learning modes have gradually become the mainstream of the learning society, and online learning and network examination platform have become an important branch of modern means of education research. In the UK, the full online learning and certification process of English qualification test have achieved. Web-based online training and examination system can give a full play to the superiority of the network. The establishment of large-scale, highly efficient and sharing questions’bank, together with the implementation of examination and training anytime and anywhere, has many advantages of authentication, the teaching resources sharing, the students’ autonomous learning, automatic monitoring and automatic recording, automatic group volume system, online exam, automatic grading system, which have changed the modes of learning, training and evaluation, have improved the learning efficiency, have simplified the procedure of examination, have reduced test cost and human disturbance, have eased the burden on teachers, have saved manpower, material resources and financial resources, as well as can protect the environment and have great significance on further improvement of teaching quality and students learning efficiency.This paper briefly introduces the topic background and research status at home and abroad, discusses the related theory and technology foundation required by the software project development, expounds the implementation of the whole process of software engineering from the angle of software engineering, including system demand analysis, scheme demonstration, system architecture design and module design, database design, system implementation and testing. This paper combines with the current mainstream development technology, IIS7.0as web server, using B/S mode, using the Visual Studio2010as a development tool, using C#as a programming language, SQL Server2005as database, and designs and implements e-learning training and examination system according to the steps of software engineering. The system provides three roles of students, teachers and administrators, and provides subsystem modules of the background system management, basic data maintenance, question bank management, online examination, online learning and training, management and maintenance and online BBS, integrating learning, training, examination and evaluation. The system provides education resource pool interface, and accumulates all kinds of education resources, which not only can make objective evaluation on teachers’ teaching and students’ learning effect and gradually forms a set of evaluation system itself, but also can provide important feedback information of teaching for the teaching management department.The system has been popularized in Chengdu University, and the practice has proved that the system can load at least800people online at the same time, studying and training, and400online tests at the same time, which shows that fully meets the design standards. If server cluster technology and distributed database technology are combined, and the size of the network is expanded, it should be able to carry more load.
