The war is more than a competition of weaponry and the army’s combat capability,it’s the comprehensive supply and joint logistics support capability contest. In moderntimes, the mechanization and motorization of the weapons and equipment, lead the armybecome more dependent on oil supply, because a timely, effective, adequate oil securitysystem lead to a powerful magic weapon in the war to defeat the enemy. The contents ofthe research and development is to achieve POL support and supply software system forthe military in peacetime and wartime.The development of this system is through the popular GIS geographic informationtechnology, attach the geospatial attributes to POL support process, leading to a basicvisual resource management of the POL support entity. By means of electronic map andetc, the business and the officers can quickly master the state of oil storage and supplycapability, achieving a fast, reasonable fuel supply for the troops. Based on those ideas,Efforts in this thesis is in the following several points:1. For the complexity and difficulty of military POL supply, this thesisestablishes the MIS model, based on the clarification of business rules of the supplyprocedures, achieving a visual management of the supply entities.2. Based on the3-Stage control model, this thesis establishes the goal ofdecision-making and optimization, including the location of supply center, the dispatchof oil needs, the prediction of oil needs, and the optimization of vehicle routing.3. For the function requirements, this thesis establishes the procedure diagram, theE-R graph of DB, design the architecture of whole system, and clarify the rule ofcommunication among internal system. Then, this thesis use the Java EE framework:Struts+Spring+Hibernate to achieve the development of MIS system, by means of MVCdesign pattern, and PostGIS+GeoServer+OpenLayers to achieve the development ofGIS subsystem.Through the work of this thesis, I insist on that the development of POL supplysystem with GIS applied is of great value and applicatable, and that deep research workcan lead to a more powerful and stronger capacity of military supply.
