It analyses the technological feasibility, economicfeasibility and operational feasibility. Design it generally and detailed by OfficeAutomation, analyze the data base by the relation between the data item and its table,and elaborate on the main module through the module structure diagram. A stage forrealization will translate the original literal design into an application program,according to the system analysis and design goals, a program that can be used in theproduction of environment is established, combined with the reality of resource.Duringthe realization stage, developing the bailiff and personnel allocation are needed. According to the system specification, the development of the plan is worked out. Thenforecasting at any time, analysis and solving any problem that may come along in thedevelopment process. Aiming at the mobile device access requirements, it uses the HTML5technology cross platform，multiple terminals adaption. At last, test the system and itseffectiveness and stabilities by the unit testing; integrate testing, system testing andacceptance testing.
