Accurate scientific operating procedures and high-efficient management areimportant tool to improve Telecom IVR (Interactive Voice Response, InteractiveVoice Response) business. Based on the related features of IVR business, combinedwith IVR business processes and hardware platforms, a billing distribution platform isbuilt which uses the concept of parametric, modular and automated design and thestudy of the Linux operating system, C++, C#technology and Oracle databasetechnology. By using the C/S back-end technology and B/S front technology, Operatorinterface of software is concise and the process of operation becomes more convenient.Telecommunications company built a comprehensive value-added businessplatform. Now the charging bill produced by IVR platform need to be sorted,and thesorted results will be seed to the relevant account system according to the differentcategories whether it is pre-paid or post-paid and then be processed together.. Atthe same time the transmission system is a settle system which is supposed to generatethe settlement reports according to some proportion based on each SP (ServiceProviders, ISP) of IVR platform. The system includes: standardized files, capture,storage and distribution. The function of collecting documents is to collect raw CDRfiles and pre-paid data from the collection points and send them to a local server toform the original single-file and record collecting log table. The function ofstandardized files is to do the preprocessed formatting of original file and finish theconversion filters, sorting and the formation of normative documents according to theparameters of the business rules. The function of storage is to directly load the pre-paiddata and import the approved price list file into the log table and record processingdiary. The function of distribution is to generate the manifest file and sent to accountsaround the city center.Through the system the enterprises and users are combined together as a whole.Own to billing distribution system, the processing of telephone bill is more rapid andaccurate. Instead of artificial work, automation reduces unnecessary human and material resources for enterprises and improves the effectiveness of enterprise services,timeliness and accuracy. It greatly reduces the chances of trouble which may occurwhile user pays the bill, and improve the efficiency of enterprises.The IVR service for telecommunications companies is the new value-addedservice which is supported by this system. It is intended for all of the fixed-linetelephone users of the province. As a front-line production system, once there ismalfunction or failure, it will cause a huge loss; therefore the system should keep thequality of high degree of accuracy, timeliness, efficient and stability. Due to the rapiddevelopment of IVR service, the system must keep the quality of flexible scalabilityand flexibility in terms of performance and functionality. The design of the system is ademanding work which requires careful analysis and adequate research in every detail.This paper discusses the design and implementation of the billing distributionsystem. The first chapter introduces the research background and significance of IVRbilling distribution system, and the main content and objectives of the study. Thesecond chapter describes the required theories of system design.The third chapterintroduces the system design. The fourth chapter describes the core code of variousmodules. The fifth chapter describes software testing.
