With the rapid development of modern information technology, E-governmentconstruction in China has made a great progress. Under the national administrationexamination reform’s guidance，the regional governments take the administrationservice center as the core，and take the administrative examination informationizationconstruction, raising government’s working efficiency and the collective services levelas the focus of construction．With the rapid development of e-government system, thetraditional monitoring methods can not meet the needs.The rapid development ofmodern information technology has created an opportunity for innovative means ofadministrative monitoring and administrative system reform. The establishment of amodern information technology has become the trend of the world governments’administrative reform. The Chinese Government also can not. Building a scientific andhealthy government electronic monitoring system is an important aspect of promote thereform of government information.This thesis mainly revolves around electronic monitoring project, the main work isbased on B/S structure, Web application technology oriented information electronicmonitoring system design and implementation, in system design, this paper dun keepsoftware engineering design method of top-down, gradually deepened. First carries onthe demand analysis of the electronic monitoring system, and the preliminary design,and then further refine. The system development process, make full use of the multi-tierarchitecture, J2EE technology and MVC design pattern, etc. Specific work roughly asfollows:(1) the government functional departments of supervisory mode has carried on theobjective analysis, and combined with modern electronic monitoring system problemsof government electronic monitoring system is designed.(2) the electronic monitoring system has carried on the demand analysis, includingthe system of overall demand, the function requirements of each business subsystem,etc., and the classification of the users of each subsystem of the whole system and the interaction relationship, etc are analyzed.(3) on the system design and implementation, including the overall design andimplementation of the system, the related subsystems, the whole system architectureand authority distribution and so on.
