Nowadays, public security emergency has been in a central stage among country,society, government and daily life concerns. When public security issues happenedsuddenly, government and related departments’ emergency commands must bedelivered accurately in time. Whether related commands and emergency measures canbe delivered accurately, in time and rapidly to lower-level departments is the key tocontrol and handle public security issues. For the emergent public security issues, if thereal-time information and contingency plans cannot be delivered to related departmentsrapidly and accurately, the control and handling will be delayed, and the best handlingpoint may be missed, causing un-necessary loss for countries, society and people’s livesand property. Developing a rigor and practical emergency security informationprocessing platform aims to minimize the required time of information delivering andtaking actions, and therefore make sure emergency information can be deliveredaccurately, rapidly and completely.According above statement, building of emergency security information processingplatform should apply geospatial information technology, public network,telecommunication technology, and information sharing. Through applying informationtechnology, handling of public security emergency can be organized and harmonized.This article aims to supply a solution to this problem and deeply study key technologiesfor the emergency security information processing platform, including data collection,iOS based client-side App development, iOS based Base64and3DES encryption, HttpStreaming Praotocol, and server-side development. Based on these technologies, thisarticle also aims to build this system through methodology of layered modularizeddesign.
